Something must be done I think to put an end to th present situation, for if Hong Kong is right it is necessar to repeal the 1919 Order in Council, and if Peking is right it is necessary to amend the Hong Kong Ordinance, for it is An impossible position with provisions in the China half of
the scheme for dealing with these companies which are not
reproduced in the Hong Kong half.
If it would be of any assistance to have a talk
on the subject, I should be very glad to come over and see
you at such time as may suit you.
